Risk is a function of a number of factors, and the price of a CDS would be a function of the level of risk. Just like you can purchase options at various strike prices or purchase insurance with various deductibles and limits of coverage, the terms of a CDS can be adjusted to provide that level of protection one wants to pay for. Perhaps you have reason to say what you're saying? Have you seen statistics suggesting they "weren't secure"?
