Of course Evans isn't in the waste oil collection business yet, Robert--that's the expertise that RecOil brings to the deal. Evans is in the fuel distribution business and explicitly stated the areas in which they want to increase their market share. Remember the aim is to redefine the waste oil market--their goal, I would think, would be to garner at least 80% (168 million gallons) of the 210 million gallons. If they succeed, they'll need about 9 or 10 #1500 processors. The big question is how quickly and how successfully can they implement this strategy. The small question is how quickly can they get started. I'd estimate that if they can finalize their agreement and arrange their financing in the next two months, they could have a processor up and running before the end of the year. There's also the question, of course, of how soon GRNO could build a #1500--based on various things people have said, I think they can probably build a #1000 with minor design modifications by the end of this year; but processors with higher production rates may require more extensive changes with additional need for modeling and testing. I assume it was for these larger processors that M&K was acquiring all the production modeling data from the Charleston unit late last month.

I don't think any operator is going to have significant problems getting a major supply of waste oil--they can make it worthwhile to any existing collector who isn't greedy (it'll take a little longer, but they can run the latter type out of business). I've heard plenty of narratives of existing collectors in various parts of the country eager to participate, and no narratives of collectors who don't want to be associated with a GRNO processor.

If I had to guess, I'd say they'd have their 80% monopoly fully operational sometime in the year 2000.
