Bringing our allies into the counter-terrorism war will greatly improve the intelligence. Our one huge weakness is that we just don't have many Arab-speaking agents in the ground. We have tens of billions in satellites listening to everything but almost no one on the ground. Our allies do, and they can be of invaluable help. Time to work WITH Russia, France, Germany and moderate Arab states rather than butt heads with them and turn them off. As Gephardt said in one debate "Gw Bush does not work well with other people". This has been true on the diplomatic front since the first month he took power. Many of our allies will not help us until Bush is gone.
