How so?

Genuinely mystified by that one. The third world insurrections that our Kirkpatrick-doctine allies provoked required very little sustenance from the Soviets, and were a major thorn in our side.

<i.As a matter of policy, it is often better to try to eliminate the continuation of legal privileges without seeking to undo all of the effects.

As a matter of history, that is precisely what we did not do.

Additionally, a lot of this is covered in my observation about dealing with the regimes "on the ground".

Does this observation hold with regimes that we put "on the ground"?
