Take a look at MB Trading ... I think the minimum is $7.5k, but call them to verify.

Cost is $300/month which drops to $100/mo after 20 tickets (10 in and out trades) and is free after 50 tickets (25 in and out trades). All Nasdaq level II and NYSE fees are included. They also have a 'lite' version which consists of only quotes and order module. (No level II and no charts)

Commissions are also discounted with volume.

When you are looking at the commissions, remember that you can place your own orders to buy at the bid and sell at the ask or anywhere in between and have a better chance of a fill than with a discount broker who will likely sell your order to a market maker.
