I see the math problem in school as one caused by the School system. The people running K/12 don't like math, and don't want to teach a lot of it. Most kids will not take it if given a choice. I start off with an "all private school" outlook, financed by vouchers. Have "Math High Schools" just like any other kind. Let the kids who want that go there.
