Well, one more back and forth on this one, Bill. Whatever the Geneva Conventions rule in or out, and I'm aware of the point you make, the interesting thing about Rumsfeld et al was the fact they offered no such qualification.

And then the genuinely serious question arises, the "who decides" question, the one that is the most serious problem in all the procedures offered to date. The absence of any sort of independent review of decisions.
