I agree with this. The basic construction method in italy is sand stone block or hollow terracotta block. Very rigid and not very forgiving in an earthquake.

That may have been part of the problem in the new buildings. Apparently, contractors were using cheaper sand from beaches along the coast where there is more salt content. The salt corrodes any metal within the structure's walls.
