axp - My experience has been similar. Manual tuning of execution hints helps a little, but the trade-offs Intel made in prediction versus out-of-order execution do not seem to be generating good performance even with a whole lot of programming work. I also tend to agree about the decision CPQ made regarding Alpha NT. It seemed like a penny-wise, pound-foolish decision. It looked to me like a bunch of big system people (mostly the former Tandem leadership) who did not understand either the Alpha or volume business decided to cut costs without much regard for the potential with MSFT. It was especially troubling given that it was right before the Win2K launch. CPQ's subsequent decision to OEM the big Unisys machine looked pretty conflicted also - why drop their own high performance architecture, which was and is at the forefront of performance in the business, in favor of a weaker architecture from a marginal player?
