Whether torture took place depends on your definition. As to the stuff Steve D was posting over and over and over, the int'l definitions have a big loophole exempting legal sanctions. I believe that would cover the waterboarding which was done under Presidential directive and with Congressional oversight. Has Obama banned it? He can unban it as quickly as there have been no laws passed banning waterboarding.
