This is some pretty good speculation....

Funny, when you build AI to scan broad information to make good decisions/summations... it's incredibly cheap. But when you build AI as a cover story to collect every bit of data on every person on the planet in order to construct a ginormous techno-prison... it's incredibly expensive. ? Go figure!
