Learn to Google, Ted. You can't rely on others doing your own homework: latimesblogs.latimes.com; Saw the article weeks ago but thanks for sharing. The best explanation I've seen so far is that it's a pre-paid phone and the guy could be a day laborer experiencing a rut. What about the explanation that he was another volunteer? Does that not fit your POV?
