In general it is a problem because it disturbs the peace. Some of the prayer times are before or after bedtime and most communities have ordinances against noise at those times. That is a problem. In order to be effective at calling the Muslims, it has to be loud enough so that it goes beyond the public sphere, so it doesn't really apply to Shep's issue and free speech does not authorize anyone to blast messages to people in their private doings. I am ok with it being banned where it does that, which would be just about everywhere in America. It should be decided locally. That's how the issue of church bells is dealt with, which seem far less intrusive, yet they are sometimes banned also.
