The prediction that keepered media is expected to be used in hard-drives in 1997 was stated by the authors of the article. According to the credits following the article, Beverley Gooch is a principle engineer at Ampex. He has been designing magnetic recording devices since 1982 and holds 26 patents in recording technology and is a senior member of IEEE. Thomas Coughlin has over 17 years experience in the magnetic recording industry and has been working with Ampex on the development of keepered media technology. He graduated from the Univ. of Minnesota and has published numerous articles on magnetic recording. He is also a member of the IEEE and IDEMA. Bruce Lairson is an assistant professor in materials science at Rice Univ. As I said before, the article is a highly technical paper describing the keepering layer technology in great detail with a few charts and graphs comparing the performance of thin-film media with a keepered layer with that without a keepered layer.
