Mistakes were made by FEMA, but relatively few and relatively small ones. Minor mistakes, like trucking ice all over the country.

For the most part FEMA behaved precisely as it was supposed to.

The real blunders were by Ray Nagin and Kathleen Blanco, both grossly incompetent individuals.
