Compare drunk driving with secondhand smoke.

Drunk riving is worse. Accidents can kill someone immediately and you can be surprised by the deadly action of a drunk driver. Second hand smoke might reduce your life span if you are exposed to it for a long time and it can be annoying but its closer to noise pollution or small scale illegal dumping of something only mildly toxic.
