Since the nukes constitute the only item that can cause strategic imbalance in the region, and since stories like the one you post are starting to emerge ... Armitage started the new ball rolling yesterday, telling the Senate committee all about the horrors of... Anthrax It's time to hit the anthrax button again - scare the Congress into doing whatever you want, with the implied threat that "they're next", especially the liberal Democrats. Nevermind the fact that the Anthrax attack was determined to be of US origin, and clearly for domestic US political purposes.
