There are a couple of more technical approaches that don't involve downloads that might do the trick.

I did a lot of research on the subject of the missing system restore problem. I tried a few fairly easy "fixes" but they didn't work for me, finally I tripped upon the SP1 problem and it fixed my system restore issue.

I was getting a rundll32.exe error message when I tried to access SR with my situation. Yours may be different?
