Absolutely.

DWDM, routers, switches, network administrators, buildings, field quansut huts, adjoining routes, they all cost, along with a lot of other elements which I've not mentioned.

Which is not to say, however, that QWST and the other fiber barons are not in an excellent position to exploit their hidden reserves of bandwidth, only that fiber is only the first step, albeit a very important one, to that end.
