Yes for the most part this is correct. However if Intel was going to participate in the SMP market they needed a new bus protocol and electrical specification. Surely you can't fault them for trying to cover 2 markets with 1 product. It worked. You have been suggesting that Intel's bus choice was primarily intended to damage AMD. This is an irresponsible charge, imo and does not fit the facts.
