This happened to a very good family friend of mine:

His teenage son and a couple of his friends drove to Rosarita Beach for a long weekend vacation. On the way back, they supposedly got in a single car accident where the SUV they were in rolled. My friend's son and his friends were all killed - at least that's what they were told.

They spent a frantic 2 weeks trying to find out why the boys didn't return home. They had to hire investigators and lawyers.

They finally discovered that the boys were dead but the Mexican authorities would not release the bodies to the families saying they were still investigating the circumstances surrounding the accident. First it was $10,000 for the damage to the highway. Then it was $10,000 for the investigation. Then another $10,000 for mortuary services. Then another $10,000 fine for illegal activities, which were never defined.

It took him 6 weeks to get his son's body back. By that time, the kids could only be identified through dental records because no efforts were made to preserve their bodies.

They were never shown pictures of the accident, nor did they get the wrecked car back. To this day, they have no idea what happened to the 3 boys.
