Linux and Windows can easily co-exist on the same desktop without rebooting:

1) Use VMware (http://www.vmware.com/). It actually works incredibly well. Put Windows on top of VMware on top Linux. That works better than Linux on top of VMware on top of Windows. VMware simply runs better on Linux.
2) Have 2 PCs, one with Linux and one with Windows 2000 Server. Use the server using the remote desktop protocol fra Linux. That's how I usually do it, and I can access my Windows desktop via the internet, no matter where I am.
3) More and more Windows software runs with Wine on Linux. I'm quite amazed how much already runs this, and the Windows version of Quicken partly also runs on Linux, see winehq.com
