Total myth/urban legend. JFK's identity was as Cold Warrior, even if he was lousy at it - Bay of Pigs, Vienna, Berlin Wall, Jelly Donut speech, Vietnam coup. Heck, even the whole moon shot vision was couched in Cold War rhetoric and sensibility. A speech is just a speech and a phantom one even less* JFK was set to lose the Southern vote and was in Texas to stanch the flow. The GOP nominee was set to be Goldwater (then leading JFK in the polls) and JFK would have gained nothing politically from reversing course. *Wilson and FDR both ran as peace candidates who wouldn't send "our boys" into a European War and LBJ ran as the "peace candidate". Nixon aped that (Peace w/ Honor) in 1968. The Kennedys were taught to do anything and everything to win. Which they did in 1960. 1964 would have been no different, anything and everything.
