It all depends on their capitalization and what they do at their annual meeting, usually resolutions have to be passed for a normal course issuer bidding target and quantity, and then set aside funds that cannot be added to retained earnings.
As for being a legitimate player in the industry, they already are the pre-eminent name in the business they do, a T/O is probably wise for some of the extremely well capitalized US players that want to make an acquisition to catapult them into the big leagues.
