In addition to an insurable interest, providers of insurance are also regulated on little things like reserve levels to assure solvency of the insurance. That's like Bob on the corner taking out a life insurance policy on your life for $10 billion, and the insurance company not having any obligation to set reserves to assure they can pay out $10 billion on a condition of the policy, but gladly taking Bob's premiums. Talk about rotten incentives all around.
