Once the constitution bound the states, they surrendered that part of their sovereignty that allowed them to enter or exit the union. That's the whole point of the 9th and 10th amendments. The States expressly surrendered that part of their sovereignty that is provided as a provision in the constitution - including the power to determine when, and how, to enter or leave the union.
