If the land is a reserve, then why couldn't the haida nation build the power generation and put it into the grid as a money making operation, if/when the big oops comes, when you fix the fuse, simply cut the lines to the mainland. If you build the generation plant, then you get the money for selling power to BC hydro. Ontario is already trying to pay people for Solar Generation. You might want to look at cornwall in england, they have started generation in an old mine shaft that is open to the sea. Perhaps a co-operative effort with Canadian Power generators? i will check the name, but they are green producers in Ontario. I think you will find there is a way around BC Hydro
