Even if the basing costs are not at all covered by the local country, that doesn't mean we would save money by withdrawing. If you move the forces to America we have to pay for them here, and moving them costs money as well.

You might mean to withdraw them and demobilize them, but if so the primary point behind your plan is shrinking the military not changing the bases.

America is blessed in that we are one of the few advanced countries that is practically self sufficient

We are not, and should not try to be self sufficient. The loss from any reduction (or even forgone expansion) of international trade would far exceed the cost to protect that trade.

If we didn't have to import oil, we would still be importing and exporting many resources and goods across the world, we would still have world wide interest and allies to protect. We would even still be effected by changes in the supply of oil. If we could buy all our supplies from the US, we would still be paying the world price, and many of our trading partners would still be importing oil, so we would want to protect the oil supplies from the Middle East. Also the gulf region countries have larger reserves, and generally lower costs than most other regions, so if we reduce our oil use we won't reduce their exports as much as we will reduce domestic production.
