Peter,
It is interesting to read the technical investor analysis. The bottom line is that technical investors look at market fluctuations and positive stock movements. In general I am attracted to downward movements in a stock price that I view as irrational. Paraphrasing Buffet, one should be delighted when a stock you like based on fundamental analysis goes down in price because it creates and opportunity to buy more at a good value. Of course you need Buffet's confidence to play the game and Buffet would no less buy a biotech than run for political office.
