Every department should be fully transparent, including DOD, on all information, with the only exception being bona-fide military secrets, of which there are almost none.
Rumsfeld casually mentioned $2 TRILLION "missing" in DOD accounting. This, absent any evidence to the contrary, is simply theft. All non-black-budget invoices, payables, checks written, should be exposed, and you would soon see some honesty.
