why couldn't the haida nation build the power generation and put it into the grid as a money making operation,

and that is the $64,000 question.
i think it all comes down to two words.

"political will".

there is so much politics here - even just within
the haida nation, that not much gets done, and
what does get done - even with mega federal grants,
often times gets done shabbily. i don't think the
haida nation has the expertise or the desire to
enter into this type of enterprise.

it gets very complicated sometimes.
