Having worked in the military as an inspector in the Inspector Generals office.

First time you visit a site you must find some things wrong and you will keep digging until you find it. No place is ever perfect no matter how many times it is inspected.

a. This is peeing on the trees, marks your territory and shows who is boss.

b. Shows your boss that you are no push over, you are competent, and that you were not paid off by the inspected.

c. CYA, If you gave them a clean bill of health and something later goes wrong you are partially liable and your credibility is now in the crapper.
