I'm sorry to be so thick; I still don't understand. Let's say I'm a broker and I borrowed Mr. A's shares which were in my street name anyway and lent them to Mr. B. to sell to Mr. C. Mr C's new shares are still in my street name. Now I physically tender these shares to AREM and receive their brand new shares, renamed in some way. These are again in my street name. Mr. A is busy and doesn't know anything about this. Mr. B also neither knows nor cares. Mr. C. doesn't know anything about it. As for Mr. B. ,before he was short the old AREM, now he is short the new Arem. On further reflection I suppose there may be massive inconvenience if Mr. C is another broker's customer. The other broker may be willing to lend me the stock because I often do the same for him. But if he is not then there is actually big trouble for Mr. B., the short seller. Right? So the success of this maneuver depends on a lack of cooperation among brokers?
