Sometimes it means "we haven't explained the policy proposal well enough for anyone to have an informed opinion of it yet, but we're working on that and we think people will come around once they hear and understand just what we are proposing." Do you think the general public is somehow instantaneously well informed about any given new policy proposal and can decide yea or nea without proponents explaining themselves or opponents explaining their concerns?
