Well, using marriage as the term for 'legal recognition of status', who other than the State could make it legal?

If you happen to live somewhere where a body other than the state declares what is legal, then that'll be the body you go to when you're formalising your marriage.

We don't have many of them in the West, but the obvious example is (or was) a captain at sea - authorised to legally declare marriage. And even then he's representing the country and its legal establishment.
But I doubt many in southern Afghanistan go to Kabul to get their marriages signed off, for example. So, no state there. Same goes for the tribal zones in NW Pakistan.
