Cheney, and the oil company's, goal in the Iraq war was to stop oil production in Iraq. Fracking technology had already been established but it was necessary to eliminate cheaper production to make it feasible. Oil production was stopped in Iran, Libya, Venezuela, Angola, and East Africa at about the same time. The oil companies goal is still to keep these cheap producing countries shut down until climate change regulations or something stifles oil production all together. Saudi Arabia is the only allowed producer because they need a buffer to ensure the whole plan doesn't fall apart.
