What a bunch of Odumboshit. That HC crap is going to repealed no later than 2012. It should be obvious that you don't tax a completely unrelated thing to pay for something like HC. Given property taxes this tax zoning laws easements at the edges of "your" property, T&E species laws, laws protecting ridiculous "wetlands"....IT'S OBVIOUSLY NOT YOUR PROPERTY TO BEGIN WITH...you are just another renter from the Govt who thinks that you actually own something. You don't. They own it and they own you...slave.
