I actually believe that once the technology is made available to the Japanese companies (ie chips, software and reference designs) they will do quite well in designing and manufacturing phones and other 3G devices. I bet that the companies supplying the enabling technology won't be Japanese, JMHO.

Nokia's CDMA facility in San Diego is not just IS95. They are working on several 3G projects, WCDMA being one of them. You may be right about where the project is based, but Nokia is definitely counting on San Diego. I think they will be disappointed with the results.
