All the rich folks like the Quayles and Bushes were dodging the draft "because of the rich connections they had"

It's absurd to characterize Bush joining the National Guard as "dodging the draft". There were a number of legal ways to avoid the draft and most required more years of service than if one was drafted (and had nothing to do with being rich). People could also qualify as conscientious objectors or go to prison. Many fled to Canada, but those were given amnesty by Pres. Carter 25 years ago. To find a real draft dodger, look at Bill Clinton, who avoided the draft in 1968 by signing up for the ROTC at the University of Arkansas, then left the country to go to Oxford and never showed up.
