The only way that I can see of potentially shorting the Toronto / Vancouver housing market is shorting
Brookfield Real Estate Services (BRE). It's not a pure play, but if housing prices drop, then commissions go down. You could also try shorting the XIU, since financials make up such a large part of the index.
