No, that's a complete twisting of the concept (not to mention a twisting of the "golden rule").

Eye for an eye was meant to limit retribution, not require it. Often revenge meant "eye for an eye, plus a tooth just to teach the guy a lesson." The law was put into place to counter that tendency of human nature.

Of course, like any law, this one was twisted not too long after it was written.
