It was funny enough, and somewhat accurate, although there is some content to the Bush phrase, insofar as it means promoting community based initiatives and making grants less restrictive, so that churches can get more involved in rehab, daycare, and job placement. Still, one of the points is that there is a limit to the efficacy of government programs, and that they sometimes have perverse side effects, and therefore hubris should be avoided in social policy...
