I think it depends on what the VAT is applied to. A VAT can be a very progressive tax.

Yeah. But it can be really manipulated also. Imagine if the Republicans got a hold on it... they could really do some damage. Liberals too for that matter. The special interest groups would have a field day if all taxes became discretionary.
