If these tankers are truly converted in this way they wouldn't be suitable for delivery. Other tankers would have to be brought in as the article states.

If that were true, I agree somewhat, although I would not describe the changes as major structure, more like additional piping. The article implied that the tankers involved were taken from the active transportation fleet. Even if they were modified somewhat, it would be easy to undo.
