I think people are blowing Oracle's fascination with NC's out of proportion. I sold for Oracle for a long time until recently and you dont sell anything you don't have. NC's are not sold by Oracle and there is no quota for an Oracle rep to sell a NC or software even if there was anything even to sell. THe big difference between Oracle vs. Informix or Sybase has been excellent field execution and an Oracle rep doesnt care diddly about NC's - what people are harping on is that Larry Ellison has become very visible pushing NC's to secure himself a place in history - well before that he had other interests (some of which got him in trouble) but most of them were even further removed from Oracle's bread and butter business.

Oracle (and Informix and Sybase) are in a cyclical slowdown and its hard to say how long it will last - the big 3 have pretty much oversold all of their accounts over the years and those unlimited user/site licenses reps were putting in front of their customers if only they would sign that day are catching up to them. Compounding the problem is that they dont really have any significanlty new products to sell that gives a customer real, incremental value. Informix Universal Server may be the best bet but it was obviously premature as a product as well as for the marketplace. The market will pick up again but i think its several quarters away - Oracle needs to get its new apps like Webforms and SFA into the hands of customers. It doesnt have a good track record with many newly released products.
