Pre-approval sounds like it's effectively the same as pre-banning. The only functional difference is that some potential pre-banees would be overlooked if they didn't apply to post. The outcome is still that specified posters would never be allowed to make the first post.

The winds of censorship sure blow across SI these days.

It just takes many forms.
