I don't think a draft requires a war. What if all the National Guard and Reserves and regular military couldn't get enough recruits in peace time or if we were just thinking about going to war? Our draft is ready to go in 6 weeks. It's the moral thing to do. It spreads the risk over all socioeconomic classes in society. It would really work best if it could be like enlisting, it would go up to the age of 40.
