[ETC Announces $800,000 Order from WinStar Communications, Inc.]

WAUKESHA, Wis.--(BUSINESS WIRE)--March 31, 1998--ETC (NASDAQ:ETCIA) announced today that the company has received a $800,000 order to supply Digicept(r) 2002 voice application processing platforms for WinStar Communications, Inc. Units are scheduled for installation at 16 WinStar sites across the country.

Digicept(r) 2002 speaks for the switch in the wireline or wireless telephone network by providing a nearly unlimited number of standard and custom intercept announcements to the end user. These announcements include automatic number (referred to as ANA by technicians to verify the phone number associated with a line), changed number (area code and relocation information), referral number, local number portability, voice prompts for services and other announcements related to the AIN (Advanced Intelligent Network). Digicept(r) 2002 keeps pace with the changing telephone network, the growing demand for enhanced telephone services, and the implementation of area code and other numbering plan changes.
