Well, if they are refusing to cross the LoC, it maybe because of a very good reason, not just diplomatic gains. Pakistan may well use the nuclear option, if India starts a huge offensive across the LoC. And never having agreed to a no-first-use policy, Pakistan is not encumbered in any way.
