Yes, that's about right. There are other contributing factors to consider. Immigration rate comparisons for the two periods would be helpful and even birth statistics from the Carter/Reagan years (people born at that time, would enter the labor force in the Clinton/Bush II years). Perhaps something like:

"The Bush years saw an overall increase in jobs, but not at sufficient rate to satisfy increasing labor supply."

Now, just imagine the lucky President who inherits all the baby boomer retirements. Barring a big increase in birth rate (which isn't likely) or a massive flood of immigration beyond what we have now, that President is gonna have really awesome employment numbers without lifting a finger. That's just a couple administrations away.
